+ • Be creative: the municipality has to think in new ways if they want to reach their target groups: For instance language – be creative with words – we don’t always have to be politically correct. It is really important to think ahead the expressions in the messages: is it e.g. development of the school service network or laying down schools?

+ • Try and stimulate all senses by using sounds, pictures, colours, the fact that the technology is interactive – instead of just presenting a static website. We should try and be more creative. It is definitely inspirational to use “gamification” elements into the participation platform. This makes is more fun and engaging – also for children. It is a challenge to get these new innovations implemented because of lack of personal or finances. But sometimes limited means can generate more creativity. For instance we could coorperate with the local schools and university – studies of multi media and IT software development. It could be interesting for students to help develop these new applications as part of their internship or school exercises etc.

+ • Disclose the data and explore use of crowd-sourcing to collaborate. For motivating citizen for collaboration it is essential to visualize and explain the data to make it understandable.

+ • Use social media, particularly Twitter for faster updates to all stakeholders, but don´t stop to use more traditional (or even “old-fashioned”) methods of participation (physical debates etc). In both cases the moderation is very important.

+ • Keeping up with the new trends within communication can be difficult for a Municipality because the organisation is not as flexible as the private sector. None the less we should try to choose specific areas within communication that we want to be really good at!

+ • The main obstacles arise from among the municipality itself: officials lack the readiness and ability to ask for feedback and to respond appropriately- e.g. to consider this or to explain why it cannot be considered. It is necessary to continuously train and persuade the officials how to deal with citizens´ feedback!

+

+ Some recommendations:

+ • Even if municipality has not set up and adopted official Communication Strategy, it is important to set up framework and concrete rules how to communicate to your local media.

+ • You have to be available, honest and clear when communicating with the media.

+ • Personal relationships with the journalist are important. Knowing which journalist works with which specific areas (who can carry out the message out). Not necessarily a friendship – but a good relationship

+ • In order to get a message out in the media the topic must have an interesting angel and show a case, which the reader can relate to (identification).

+ • However, you cannot control the media, they always are free to choose what to publish. But in case of most municipalities it is always possible to publish opinion articles to explain the City Government’s viewpoints. When the media is not interested in a topic, it pays to explain the topic and offer the opportunity for visualisation- give interesting data etc.

+ • Although the role of social media is growing, local media will always has a role in reporting news and forming opinions. However, it is possible that local channels might change or evolve. It is also clear that online versions of newspapers will become more important.

+ It is not always neccessary to engage citizens only in &quot;big issues&quot; as planning of city center or building a new market house etc. Sometimes it is even smarter to start from very small things - for example asking for citizens��<br />

+

+ There are plenty technologies for e-participation available, which are not very expensive. The main focus is to choose the technology, which is best suited for the particular “participation case” (who is the target group and which technology is best suited for this target group?) Different technologies can be used to aim at different target groups. Apps and Facebook are for (young) people who are more spontaneous and “on the move”. A website can be a more formal place for the participants who want to give more thorough responses.

+ More policies and rules are needed also because for most policymakers and public officials the issue of public participation and even more eParticipation are still new.<br /><br /><br /><br />Sometimes it can be hard to predict / control, but is important to try and create some “groundrules” to play by.<br />

+ We need policies with balanced approach to Openness and Security issues in decision making process, but mostly reflecting the contemporary understanding of public governance as a service to citizens.

+ One way to support Open Data Initiatives could be to actually disclose a full list of the data and databases, that exist in the municipality – a list that explains the content of the data in a very thorough and comprehensible manner with links to where it can be accessed or an explanation to why it cannot be accessed (because of privacy issues etc.) Thus it creates more transparency in the municipality – and it gets easier for private companies to find out concepts of future use.<br />

The general position is that Open Data Initiatives should be prioritized in the municipality since it creates <strong>transparency, makes the services more efficient and supports the business community. </strong>Moreover, it should be prioritized at a national level - so that data could easily be integrated and shared across the municipalities.<br />
